See we dont know what you wrote, so without that you might find people that find it offensive, simply because they have no idea what you just said.
It is like you going out with friends and one of them doesn not speak your language, so wouldnt you speak English to make sure he or she isnt left out and feels uncomfortable?

The November Visa Bulletin will almost certainly look exactly like the October Visa Bulletin. The Visa Office has already warned not to expect any movement until the CIS gets around to figuring out how many cases they have and the priority dates of those cases.

Compare passing of bill with statusquo. Which is better?
Main changes are legalization of illegal immigration , point system,H1b increase with restriction and slight increase of immigration and reduction of family based immigration. If any of these need big changes bill is in trouble and CIR is years away. If no CIR no relief for legal also. This bill with minor amendment is much better than statsuquo

It is evident that the proponents of this bill want it that way.
Apparently the proponents see us as negative impactors to the US economy
Apparently the proponents see the business community that use the H1B program as not "Pro-American".
This is the beginning of protectionism.
This is the beginning of isolationism.
This is the beginning of blunting of America's competitiveness.
The proponents of this bill must go back to school to study rich European nations and find out why they do not have vibrant economy like US has.
And the proponents of this bill must go back to school to know what makes US unique and vibrant.
After this if they still remain proponents, then GOD SAVE US!!!!!

But one thin I enjoy is problem solving and this is one of the hardest out there as it is dynamic.
With Eb3 India the Horizontal spillover methodology kills most hope as there is the large Eb2 India backlog. In 2007(I think) the vertical spillover methodology was followed and Eb3 India got 17000 or so visa numbers. So with Horizontal spillover and no number increase I am sorry to say movement is limited.

My wife has a H1 since oct 2006 till date she hasn't worked and hence has no pay stubs. her passport has a F2 visa. I want to convert her visa to H4. Her employer is asking for 6k to generate 3 paystubs for 3 months. I dont want to pay so much. if we go to canada to get H4 stamping will they ask for her pay stubs or just my pay stubs are enough.
Is there any chance of rejection. also can I go to canada for stamping or do i have to go to home country.
is there any site or posting that explains the process of applying for H4 in canada.

You should fill out a form with the Ombudsman. Just google for it. They should help you with your case.
Is your NC cleared? Have you taken an infopass to confirm your biometrics and NC is all clear? There have been cases where fingerprinting was done but it wasn't reflected in the case status.
I was very disappointed at infopass five months ago for 140. The person did not even know the difference between EB2 and EB3. So, I am reluctant to waste any further time. My job keeps me traveling out of town 3 days a week.
Fingerprinting for my EAD was in June08, spouse and daughter in Sep07. Is there a separate Biometrics required for 485? How do I find out about NC clearance? Thanks for your help.

First of all, please be decent to each other. Now, to the PBEC issue - this is a major problem, and a huge issue for all of us. Currently, the debate in Senate/Congress is centered around Immigration reform and this is a definitely a good time to raise these issues.
There are a few things we should strive for:
1. Keep all provisions of Specter's bill related to EB.
2. Re-instate per country soft limit.
If both of these provisions are passed, Priority dates for all countries will be current in EB2 and will rapidly move in EB3. A lot of folks in PBEC might be able to use PERM to apply another labor and priority dates will loose their importance, so it is important that these provisions pass.
